What server you are on, determines the group of states you can transfer to, this is a state transfer group. I am in state 27 and in theory I could transfer to a state between 14 and 115, which is group 2. So what server are you on?

If you want to transfer to a newer state when it comes available for you please bear in mind that there is a 45-day limit on transferring to newer states. so if the state was created 45 days after you started your base you will not be able to transfer to that. However the same does not apply for going to older states.
