3519 seems to fit the bill. The top alliance is stacked with whales but others have some or dolphins. NAP seems to handle issues fairly well from what I can see and strongholds/fortresses are divied out with a few free for alls thrown in. There was some ridiculous drama before but has died down *significantly*. We just had our first SvS and ultimately lost it. Weren't completely slaughtered though.
