Your best bet would be to get your husband to get the account of someone who’s quitting in his state and give it to you. If he can’t manage that you can start a new character there. It’s not possible to transfer from state 4000+ to 1500.

If you want start on a server 4000, there is a group project and few hundred players are going to start playing there, along with a bunch of whales (not exactly sure how big of a spenders those whales are but yeah…) The server should open in about 20 hours few hours here or there…
