1139 took care of their ROK problem after 3rd SVS. It's only too late if you let them grow beyond your biggest guy. Most of them spend money like shit. Their "whale" was top of the power leader board but when we nuked him he had all purple chief gear. To end them first thing is to get the whole state in agreement. Second thing is to time it.
