All states will be merged eventually. I think those with a high activity will be merged with those that have less. The last merger was around state 1400 anyway.

Good luck with finding a better state. We had the same experience, our old state was a mess, a real mess. If someone is against their wrongdoings, they'd zero out that player even the entire alliance. Now that most of the active alliances transferred, with only 2 "active" alliances left, the state is pretty dead. I can't help with what state for you tho because I'm in 1400-ish but you'll find a new home too.
