Avoid 1444 and 1470. 1470 has no NAP, the whales in this state are leaving and this could cause issues in a different state. But most players are probably going to leave the state. 1444 is ran by 1 alliance called OFS. They have most of the whales in 1 alliance. When their whale (Jiyu, rank 1 in kills) breaks nap and zeros people they threaten people that they will do the same to them.
