They are building a whale state. Some of the hotshots there came from 1628 and, in turn, are trying to continue to recruit from 1628 by trash-talking the state and paying players to transfer to 1668 (and more, so I was told). They don't have enough "followers" that can fill the rallies, and with so many accounts maxed, they will need to pay players to participate amd make a dent in prep :)
