State 1699 has quite a few people from the USA. The average bear time for every alliance is around 19UTC, which is around 11am-3pm depending which state you're in. Some people are almost always on when I am, and I spend too much time on this game. The state is nice and peaceful, we work together and use small amounts of resources. It's nice here :)

It is possible. And as Catastrophe says, it takes a long time until transfers unlock for the state. Which I believe stats become eligible for state transfer after around 3 or 4 months into the state, I could be wrong but it's around there. With a dead state, growth will be small until you can transfer, so even friends might quit. Make sure the state you're in is always healthy and drama-free, if it's not, you can always come join 1699 :)

Sometimes I do feel guilty. I've also talked with others, and they feel guilty too. But it is a war game. In my state, 1699, we have NAP8. Our BIA rules are attacking on gathering tiles allowed, attack on any city outside of their territory is allowed (so this protects non-NAP people inside territory too), max 2 attacks per city per day, and no attack on any city inside their territory. This state definitely isn't your average state and is much more peaceful than most
