Oh! I'm in that state range before, and no merger has happened. When i asked around, merger usually happen much later (at like, above gen 7). Dead state that i know of is 1772. Even Black Emperor of 1772 (current strongest there) has left game long ago. The way to check whether the state is dead or not is pretty simple, if their strongest in that state is <300m power (for this state range okay, don't apply that to other ranges).
