I’m in state 473 and 517, We are NAP5 because all 5 are close in power and been working together for 18 months. This the norm for most states in how things are ran. The powerful, top 3, 5, 10 depends on the age of the state are the ones keeping the peace and narrating the outcome of where events go. You either join one of them, merge to be one of them, or grind and get their on your own.
