im currently in state 693 and they favour UTC time which is UK time, they usually hold CJ and Bear between 5pm and 8pm they also arent rude or bothered if ur inactive for a while and come back , I think it really depends on the State/Alliance :)

693 is fairly chill. A top 8 NAP that don’t fight each other and actually fairly respect each other. I haven’t been attacked since I joined NAP.
