Nap 10 is a lie they tell the people so you won't attack them and they can attack you whenever it suits them and then say something along the lines of "Oops" or "Oh well". At least that's how it works in 813.

Damn it sucks to have spineless whales sometimes, in 813 this shit would not fly at all. We had a creep that would pretty much act the same way the guy you're dealing with is, and everything he said something in WC his city would burn non stop for the whole day. If transfer is ever available we always welcome new players in 813! There's no NAP but we never really have issues with the top alliances and everyone is super nice and helpful.
