Hmm top 4 alliance rotate on picking SH and fort (we really only got 4 active alliance with a 5th that has the total power but rather passive in participation) No base/tile hitting at all time, except base without alliance during kill event which we assume quit. Other than that… that’s about it. We don’t have presidency rotation like other state so yeah but I suppose keeping a little bit of competition is healthy for the state.
