State 1706 was this way. The big issue was language barrier . So when a NAP was discussed between our alliance among others, it became more of a "whose D is bigger" role. I tried 2 different states and finally found one halfway decent. But all were controlled by alliances KOR , OLY, they ran the state as if they were the owner of the game.
