I can't speak for people in other states because I've never done a state transfer (and with how much of a hot mess other states are, I probably never will lol). But KOR in #1859, while being one of the top 3 alliances in the state, are fair and courteous with other NAP alliances, and genuinely take turns on rotation for control of sfc and fortresses and so on. Never had any problems with them.
