You can join 1829. The top alliances don't force spending and you can save up items as they are instructing everyone to score less during non-svs events. As for the time, that depends on the alliance. You can ask about your most convenient time in the WC and they will assist you with that. I'm asian too and the times for the events aligned with me. We also just won the SVS preps and battle phase.

State 1829 is the 3rd state I've been in since i started playing the game and I've enjoyed it so far. It has a friendly competition and got a nice strategy for svs preps and battles. we just won both the preps and the battle phase despite the tight battle in the preps. The top alliances are appreciative too and give out some president's grants once in a while. It's a nice state and the big alliances work together well.
