This was the Exact same Situation with 3096 run by a Super Whale Tyrant, but his dumbass wasn't good at playing the game and while he was a legit big Whale , he was surrounded by Minnows while our State had enough dolphins that worked together. Put Him and his Alliance on 2 weeks of Jail Time and kept teleporting him every time he attacked his own state and Ole boy just up and quit .
