I'm from a much older state 331, I have never cared about power levels, even now I will take in brand new players into my alliance Here's an example of my rules. 1.) real life should always be your priority. 2.) Activity over power. 3.) Have fun and make lots of friends. My alliance is literally the most active in our state, my advice is not to focus on power but focus on the fun, this is a game after all ^-^ Good luck hope this helps you :)

Well, it's my home state, and we are a family state. So I just have overwhelming pride and love for the whole state. We are also very peaceful and pro overall state growth, including supporting our F2P players. In 331 our number one strength is our love that we have for each other and our state, Win or loose in SvS no one can't take that away. TLDR: The people.
