3571 is quite peaceful, I stopped playing there because I'm playing in another state too, but I remember it was the friendliest state I've ever been in. They don't participate much in BIA and SvS was peaceful. They don't act like crazy tyrants like what happened in my original state 31XX after the first SvS, so you can go to 3571 without fear.
