That's not actually state 1, state 1 merged into state 6 like 2 years ago. Though how did you make a city in the dev state?

I'm curious how big delay it will be between state1 and others. Perfect solution would be if t12 wouldn't show up on state until gen13 heroes, but this is not how this game works. They introduce this updates much faster on newer state, it has to be very boring svs on +2000 when max cap is getting higher and higher each month, and you don't have whale who can spend +300k$ to keep it up. So i guess most of fights are usually one sided?
