State 1075 is a dictatorship run by KOR and specifically a witch named Jju. Since they have the whale they decided they will dictate all the rules and they will not rotate the castle.

Avoid State 1075 Avoid State 1075 Inactive state and a dictator! Maybe 5 or at tops 6 active alliance (including farm accounts).
