2249 is Ran by a Dictator, They trick you into thinking they take in people from Toxi states for Safe harbor and that they have a Nap that all works together. But really only the top 2 alliances work together and if you make any suggestions you become an enemy and they will send their whales on you all day every day. It is a dying state and they only want whales
