They didn't notice until it was brought up after the fact. From there, she left the alliance and went to a small alliance and dragged her cronies with her (or her alt accounts, idk how many she has but at least 3 accounts with 2 per account per state, as she had at least 6 cities on 3102.) Anyway, while the alliance may be somewhat to blame, its on her for constantly ignoring warning after warning about overusing in events.
