The second ranked alliance in state 4185, Ope, has decided to "sit out" of this SVS battle as a strategic plan for their players to "grow stronger and learn" which is absolutely detrimental to the state and lacks any form of intelligence that has ever existed. Supposedly, the leadership is "experienced" yet in any other state this behavior…
