500 is a good friendly state. I’m in it and would recommend the alliance GOO. Active friendly and not extremely competitive. Probably ran out of space tho

I stopped after I realized how much I was spending after a few months. The wardrobe I could have had! It was fun though. But I couldn’t spend more and I was falling too behind. I was in state 500 something and all the SVS prep / battles were just too much.

I'd say 853 is your best bet... We have an active community.... A lot of players interact in WC, have no hatred between allinces. Although it's not within 500 range as per your request but it's a good state with great environment. Also I'm a part of the 4th ranking alliance which is great and very friendly..... I don't think you will be able to transfer to 500-something states as someone in 736, but there are 700 something states that are great. I'm in 719 and love it. Everyone works together, and even if you are in an alliance outside of NAP10 they still won't kill you during kill events. Instead we work together to use the kill events to take out inactive players
