For FtP you need to max out the wheel hero every Generation, there will be just enough wheel events to complete them each time before the Generation changes (well you might be up to 40 shards short if you're unlucky in your spins). Unfortunately a lot of states do go through this period; if they’re really intense to the point of the other drama that you see here, combine efforts to take castle away from them and/or during the kill event. Also, some whales do get tired pretty quick —a month or so. I was in a server in the 500 or so an the top player of our SvS opponent won and then just quit right after.

I'd say 853 is your best bet... We have an active community.... A lot of players interact in WC, have no hatred between allinces. Although it's not within 500 range as per your request but it's a good state with great environment. Also I'm a part of the 4th ranking alliance which is great and very friendly.....
