I get what you're referring to but afaik there's also a limit with the age of your account otherwise you could just always jump to higher and higher states and get a lot stronger than the average without spending any money. It's very unlikely that whiteout would allow that. Some of my friends already have issues because they can't go past state #914 and their goal state is in the 10XX range.

Disagree. Whales are typically brute force, not subtle players. Good leaders are strategic in their thinking and good at communicating. These traits have nothing to do with money. My leader is f2p and the best, most knowledgeable leader in our state, #914.
